PC 1103 Pamela Hay
I joined Fife Constabulary in 2006 after returning to my beloved
Kingdom of Fife from Aberdeen where I had resided since 2000.
Immediately prior to joining the Police I served as a Prison
Officer having worked at HMP Craiginches, Aberdeen and HMP &
YOI Cornton Vale, near Stirling. Fortunately my time in the
Prison Service provided a relatively smooth transition to working
as a Police Officer and I have settled into what I consider to be
more satisfying and rewarding role.
Since joining the Police I have been stationed at St
Andrews. I have enjoyed my time serving the residents of St
Andrews and now look forward to a new challenge working together
with those who reside in the Howe of Fife. I am very much
committed to helping to tackle the issues causing the greatest
concern. As a very proud Fifer I will do my very best to
serve those within my community area.
Policing priorities in your area
Priority 1 - Parking in High Street & Tay Street,
Newburgh
Progress update:
-
Three drivers spoken to regarding parking
outside the bay at Co-operative.

Details noted of 6 vehicles parking along west
end of High Street - follow up resulted in notices being place on 5
of the vehicles advising of problems related to the manner of
parking.

Contact made with local Traffic Warden
regarding issues in Newburgh and requested assistance.

Six drivers have been advised regarding
their parking in the High Street area of Newburgh.

On 5 March, traffic wardens attended
in the problem area and 4 Fixed Penalty Tickets were issued.

Two Fixed Penalty Tickets have been issued to
drivers parked on double yellow lines in Tay Street.

On 8 March, two drivers were advised about
double-parking on High Street, Newburgh
-
On 17 & 18 March, three drivers were
advised concerning double-parking.
-
On 16 April three drivers were advised about
illegal parking.
-
On 18 May one driver was advised about parking
a business vehicle on High Street by exceeding the 30 minute
limited period.

On 2 June one driver was advised concerning
illegal parking and one driver advised concerning double-parking on
High Street.

A meeting has been arranged at Tayside
Institute, Newburgh on Thursday 17 June 2010 regarding parking and
traffic issues.

On 5 June, one Fixed Penalty Ticket was issued
to a vehicle parked on High Street.

On 18 June meeting in Newburgh took place to
discuss parking issues as well as other traffic issues. Fife
Council to consider options such as double yellow lines at Co-op
& High Street outwith area allocated for parking in an attempt
to deter double-parking.

Driver advised regarding complaint received
concerning vehilce regularly parked on pavement near Tayview
Bar.

Update 8 July - Between 21-28 June 3 motorists
were warned regarding parking in High Street, Newburgh.

Update 25 August - No significant problems
observed or reported recently.

PC Hay and PC Watson recently attended near to
Dunbog Primary School - one driver advised regarding excess speed,
patrols acted as a deterrent.
Priority 2 - Speeding Newburgh, Dunbog &
Collessie
Progress update:
-
Speedar check carried out on Cupar Road,
Newburgh – temp 20mph at school. One Fixed Penalty issued due
to excessive speed.

Contact made with local Traffic Warden advised
him of surveys required for identified areas.

Contact made with Road Policing, unit will be
deployed in problem areas.

Liaising with Transportation Services, further
consultation planned.

On 4 March, 2 offences were detected resulting
in one fixed penalty ticket being issued and one person being
reported.

Road Policing Department carried out Speedar
checks on 5 March at Dunbog, no offences detected.

On 8 & 9 March, two drivers were advised
concerning speeding at Dunbog.
-
On 19 March, two offences were detected
resulting in one Fixed Penalty Ticket being issued and one person
being Reported.

On 23 March, no offences were detected at
Dunbog.

On 24 March, Road Policing Department carried
out Speedar checks at Dunbog. No offences were
detected.
-
Proposal for Road Policing Department to
attend at Cupar Road, Newburgh during April & May.
-
Speedar check carried out on 28 April near
Burnside Cattery, Cupar Road, Newburgh, no offences detected. On 30
April PC Hay carried out Speedar check in Dunbog, two drivers were
advised regarding excessive speed.

Speedar check carried out by officers on 30
April on Cupar Road, Newburgh, no offences detected.

Between 18-19 May, 5 drivers were advised
regarding their speed in Dunbog.

On 1 June Road Policing attended at Dunbog
resulting in two drivers being issued with a Fixed Penalty
Ticket.

On 11 June PC Hay observed traffic passing
Dunbog Primary School, visibility of officer was a deterrent.
-
On 15 June, PC Hay conducted speed checks near
Newburgh Primary School. One driver advised regarding
excessive speed.
-
Update 25 August - PC Hay has requested
on-going assistance from Road Policing regarding the
speeding problem at Dunbog.
Priority 3 - Dog fouling
Progress update:
-
Contacted Dog Warden and discussed plans to
patrol area.
-
Distribute letters to dog-owners seeking
information and raising awareness that offenders are actively being
pursued.
-
A meeting has been arranged with the heat
teacher of Newburgh Primary School to explore possibility of poster
competition to advertise dog fouling problem.
-
On 8 March dog owners were given letters and
advised regarding continuing problem. Distribution of letters
to be extended.
-
Pursue liaising with schools regading this
issue.
-
A visit to Newburgh Primary School has been
planned to take place week commencing 24 May to discuss a poster
competition.

Poster competition organised with Newburgh
school pupils. The closing date for school poster competition
entries is Monday 21 June.
-
Winner of poster competition has been decided,
posters will be printed in the near future.
-
Posters being printed and to be displayed in
various premises within Newburgh.
