PC 1001 Craig Aitken
I joined Fife Constabulary in 2004 and was initially stationed
at St Andrews, where I successfully completed my probationary
period. After secondments to the CID and Pro-active Crime Team,
based at Cupar I was stationed at Anstruther Police Station in
February 2007. After a period of nearly three years I returned to
the Pro-active Crime Team, Cupar in November 2009.
In January 2010 I joined the North East Fife Community Team and
returned to Anstruther Police Station, taking up community
responsibilities for Elie, Earlsferry, Kilconquhar, Colinsburgh and
St Monans.
Policing priorities in your area
Priority 1 - Speeding (Colinsburgh, St Monans,
Kilconquhar & Elie/Earlsferry)
Progress update:
-
Colinsburgh - Speed checks carried out on
five occasions. Four Fixed Penalty Tickets issued.

St Monans - Speed checks carried out on
five occasions. One driver to be reported to the Procurator
Fiscal.

Kilconquhar - Speed checks carried out on
three occasions. No offences recorded.

Elie/Earlsferry - Speed checks carried out
on three occasions. No offences recorded.

16 March - To date no warning letters have
been issued.

Between 18/03/2010 – 19/05/2010 the following
Speedar checks were carried out in the area; Colinsburgh, 5 speed
checks, 2 warnings were issued, St Monans, 6 speed checks,1
warning was issued, Kilconquhar, 3 speed checks, no warnings
have been issued, Elie/Earlsferry, 4 speed checks with no
warnings being issued.

Traffic Management has been contacted by PC
Aitken to have markers placed over Station Road, St Monans for
analysis of traffic conditions and speed. Flashing SLOW or
speed limit signs have been requested for either side of the
village. Fife Council has confirmed that the signs have been placed
on the list for deployment in this financial year.

Update 30 June - Between 20 May – 30 June the
following Speedar checks were carried out;
Colinsburgh - resulting in 4 warnings being
issued and 1 person report to the Procurator
Fiscal,
St Monans – resulting in 3 warnings being
issued and 1 fixed penalty ticket for parking on double yellow
lines. Kilconquhar - with negative results.
Elie/Earlsferry - resulting in 3 warnings being issued.

A speed survey has been carried out on Station
Road, St Monans by Fife Council, awaiting results.

Meeting took place on Friday 11 June,
involving Transportation Services, officers and residents of
Cairnie – recommendation was that the speed limit be reduced from
60 mph to 40 mph. To be considered by Fife Council.

A Speed Survey was conducted between 11 – 18
June 2010 by Fife Council.
Priority 2 - Youth disorder (Colinsburgh, St Monans
& Elie/Earlsferry)
Progress update:
-
Between 18 February and 16 March foot patrols
carried out in Colinsburgh, Elie/Earlsferry &
Kilconquhar. No evidence of youth disorder during course of
patrol.
-
No reported youth disorder issues in
Colinsburgh, Kilconquhar, Elie & Earlsferry.
-
Reports received of youth disorder in St
Monans, mainly at weekends and as a result foot patrols carried out
between 18 February and 16 March.
-
Operation Laser deployed in area on 13
March.
-
Between 18 March and 19 May 2010 numerous foot
patrols were carried out in St Monans, Colinsburgh, Elie/Earlsferry
and Kilconquhar by community officers.
-
Due to intelligence received regarding
approximately 90 youths with the intention of attending a
beach party, a large quantity of alcohol was seized and the
youths were provided with timetables and placed on their respective
buses home
-
Twice youths were traced on the S.S.S.I
(site of scientific interest) at Shell Bay and advised in
respect of camping and setting fires. No alcohol was
present.

Update 30 June - Between 20 May and 30 June
numerous foot patrols were carried out in St Monans,
Colinsburgh, Elie/Earlsferry and Kilconquhar.

On Saturday 05/06/2010 Operation LASER staff
was deployed in the area.
-
Special constables have carried out patrols in
the area.
-
On 4 June due to information a number of
youths were traced and a large quantity of alcohol was seized.
Advice was given to all youths. Due to early intervention no calls
were received by the police in relation to anti-social
behaviour.
-
On 26 June approximately 30 youths were traced
on the S.S.S.I (site of scientific interest) @ Dumbarnie Beach. The
youths, who were camping out and under the influence of alcohol,
were advised and educated accordingly in respect of wild camping,
etc.
-
Over the last few weeks - A large number
of youths have been found to be frequenting the disused - Old
Millar Boat Shed, Virgin Square, St Monans. Measures have been
taken in respect of having the premises secured to avoid a
potential serious incident. The youths who have been traced
have been advised and educated in respect of the dangers of
frequenting disused and unsafe buildings.
Priority 3 - Anti-social behaviour, including
anti-social use of pedal cycles & motor vehicles (St Monans,
Colinsburgh & Elie/Earlsferry)
Progress update:
-
On 11 March two drivers spoken to with regards
to anti-social use of motor vehicles between Colinsburgh and
Pittenweem on B942.
- Operation Laser deployed in the area on
13/03/10.

Officers continue to carry out foot patrols in
St Monans, Colinsburgh, Elie/Earlsferry adn Kilconquhar.
-
Between 18 March and 19 May 2010 numerous foot
patrols were carried out in St Monans, Colinsburgh, Elie/Earlsferry
and Kilconquhar by community officers.

Between 18 March and 19 May 2010, two drivers
were warned and advised in respect of anti-social use of a motor
vehicle in the St Monans area.

is subject to the Procurator Fiscal for Careless Driving on B942
Colinsburgh, one driver has been warned in the St Monans area in
respect of anti-social use of a motor vehicle and one driver has
been warned in the Elie area in respect of anti-social use of a
motor vehicle.
