I have 25 years police service with the first 12 years being stationed at Cupar. That followed with 3 years at Auchtermuchty before joining Operational Support and being a member of The University Safety Team at St Andrews until the summer of 2004. I was then posted to StAndrews where I remained until my recent redeployment to the Community role in the summer of 2009.

 

Whilst stationed at Auchtermuchty I volunteered to have specific responsibilities for the Newburgh area where I had my first taste of community policing. During this time I endeavoured to build up relationships with the community council and other partner agencies and enjoyed the experience greatly.

 

My interests include playing five-a-side football and during the winter months I enjoy skiing and have helped with the local scouts ski trip attending as a parent helper each year.

 

 

Policing priorities in your area

 

Priority 1 - Anti-social behaviour of drivers within Fluther's car park, Cupar

Progress update:

 

  • Requesting made for mobile CCTV unit to attend in the area when resources permit.
  • Request made to response teams and Fife Camera Safety Partnership to assist when available.
  • Between 10 and 16 July numerous checks were carried out of the car park area, 5 advisory letters have been issued to owners who were present on 16th.
  • On 17 July the car park was checked by officers and three vehicles were traced within.  Letters have been issued to the drivers.

  • Between 23 and 28 July officers carried out numerous checks of the car park, two advice letters were issied to drivers. 

 

 

Priority 2 - Youth congregating within the grandstand of Duffus Park, drinking alcohol and dropping litter

Progress update:

 

  • Students were traced having smashed a bottle in the player's entrance.  All were warned and asked to clean the complete grandstand and surrounding area.

  • PC Michie has spoken with the residential management who have agreed to speak to and warn the residents of the college that they are not permitted to drink alcohol within the grandstand of the Duffus Park. 

  • Consideration will also be given to add this as a condition within the resident's contract prior to taking residence within the college apartments.

  • PC Michie has carried out foot patrols in the area.  No persons traced.

  • Confirmation has been received that Elmwood College will incorporate a section within the lease for residential students informing them it will be a breach of tenancy to be found drinking within the grandstand at locus.

  • A Fixed Penalty Ticket was issued to a youth with an open bottle of alcohol within the park.

  • Contact made with Environmental Services requesting extra attention.

  • Update 21 June - PC Michie carried out foot patrols during the early evening in Duffus Park and no youths were traced within the grandstand.

  • Request made for response teams to attend when available.

  • Request submitted for traffic wardens to carry out Speedar checks.

  • Numerous checks of the area have been carried out between 6 June and 16 July.  On one occasion a fixed penalty tickets was issued and 4 youths details were noted on another occasion.

  • On 24 July officers carried out patrols of the park and 5 persons were searched under Misuse of Drugs Act. 

  • On 25 July officers carried out patrols of the park, no persons traced within.

 

 

Priority 3 -Speeding vehicles entering the main arterial routes into Cupar namely Balgarvie Road, Ceres Road and East Road

Progress update:

 

  • Request submitted to the Camera Enforcement Department to monitor speed on these roads.
  • Person being reported for travelling at 57 mph on East Road, Cupar.

  • Traffic Warden carried out a monitoring exercise between 1445 hours to 1515 hours.  No vehicles seen speeding at this time.

  • Community officer sent request to Camera Enforcement Department to monitor speed on these roads.

  • On 17 March carried out Speedar checks between 1515 hours and 1651 hours. Two persons issued with Fixed Penalty Tickets for driving at excessive speed.

  • On 18 March carried out Speedar checks with traffic warden, 3 drivers warned.

  • Camera enforcement officers attended at the arterial routes on 3 March, 19 March and 1 April which resulted in 16 fixed penalty tickets being issued.

  • Update 30 April - PC Michie recently carried out Speedar checks at Ceres Road and 3 Fixed Penalty Tickets were issued.

  • Contact made with the Camera Enforcement Unit requesting assistance on the arterial routes into Cupar.

  • Request has been made to Fife Council Transportation Services regarding improvements to the gateway to the town limits on Bank Street.

  • Update 20 May - Speedar checks were carried in the areas of Ceres Road and Bank Street 2 Fixed Penalty Tickets were issued. 

  • Fife Council to carry out a seven day speed survey on Bank Street.

  • Update 18 June - PC Michie carried out Speedar checks on Ceres Road and Bank Street, Cupar - no person traced at this time.

  • Camera Enforcement Unit have been in attendance twice at East Road, Cupar, two Fixed Penalty Tickets issued to speeding drivers.

  • Information received from the survey which was recently carried out and that the average speed of vehicles, over the seven days, was 25mph with the 85 percentile 30.4mph, which demonstrates that there is not a concentrated speeding problem in the identified area.

  • Camera Enforcement Unit have been in attendance, no drivers reported for offences.

  • Traffic wardens attended area on 9/7/10 - no vehicles seen speeding.

  • Volunteers attended at Ceres Road on 11 July where they noted 2 vehicles driving above the speed limit.  Details forwarded to Police HQ.

  • Traffic wardens attended area on 21 July - no vehicles seen speeding.
