I have completed 17 years police service and I am currently
stationed at Cupar having previously served at Kirkcaldy,
Levenmouth, Headquarters and Taycoast.
Policing priorities in your area
Priority 1 - Anti-social behaviour in Ceres
Progress update:
- Numerous foot patrols have taken place
in the area.

Three persons have been traced as being
responsible for 8 vandalisms in Ceres and reports are to be
submitted to the Procurator Fiscal and the Reporter to the
Children's Panel.

Contact has been made with local councillor
regarding the feasibility of increasing the lighting around the
play park at St Andrews Road and Castlegate in an effort to reduce
anti-social behaviour in that area. 10 March - still being
investiaged.

PC Clarkson has researched Neighbourhood
Watch and delivered an information pack to the Community
Council.

The Officer has also delivered a brief
presentation on Neighbourhood Watch at the community
engagements meeting.

Community Safety Officer, PC Buttercase, has
been advised of the proposed new scheme.

Officers continue to carry out foot patrols in
the area.

Update 1 May - Numerous hours of high
visibility patrols have been carried out in the Ceres, Dairsie and
Pitscottie areas by PC Clarkson.

A request from the attendees at CEM meeting
for a Domehawk camera to be sited near to the village green for a
period of one month to establish the level of disorder caused by
local young persons. Funding has been agreed by Fife Council
for the necessary electrical work.

A Domehawk camera was positioned on the B939
St Andrews Road, Ceres for a period of approximately one month.
Priority 2 - Speeding in Ceres and
Craigrothie
Progress update:
-
Speedar checks were carried out the community
officer and traffic warden on 04/03/10 and 2 drivers were warned
regarding their speed.

Traffic Wardens have been advised and will
continue to carry out speed checks.

Contact made with Transportation Services
regarding signage throughout the village. Response as
follows: Roads Management has inspected the shrubbery on St
Andrews Road and has found that no road signs are obscured, there
are no plans to make the B939, St Andrews Road, Ceres a permanent
20 mph speed limit, the A92 at Freuchie is a trunk road and is
maintained by BEAR Scotland.

On 4 March Speedar checks were carried out on
Main Street, Ceres with 2 drivers being warned. On 10 March 1
warning was administered and 2 drivers were being reported to the
Procurator Fiscal for speeding offences.

On 11 March Speedar checks carried out on B939
St Andrews Road with no speeding offences being detected however
one driver was issued with a Fixed Penalty Ticket for using his
mobile telephone.

Response officers carried out a Speedar
check on the B939 with no offences being detected.

On 23 March response officers carried out a
Speedar check on the B939 with no offences being detected.

On 13 April a Speedar check was carried
out on the B939 Ceres with two warnings being administered.

PC Clarkson obtained wheelie bin stickers from
the Road Safety Department at delivered two 20 mph stickers to 60
houses in the Main Street area. The stickers accompanied a
letter explaining the Initiative and outlining the work that has
already been carried out by Fife Constabulary and Fife Council
Transportation Services to tackle this issue.

Additional funding has been obtained
enabling stickers to be issued for the brown and blue wheelie
bins.

An e-mail has been sent to Fife Council
Transportation highlighting issues raised at the CEM meeting on 5
May.

On 13 May Speedar checks were carried out on
Wemysshall Road, Ceres and Cupar Road, Craigrothie with three
warnings being issued.
Priority 3 - Speeding in Pitscottie
Progress update:
-
No actions carried out due to the road closure
which has been in place for the duration of the priority.
Road will be re-opening mid March.

Update 16/03/10 – A Speedar check was carried
out with the assistance of a Special Constable and one warning was
administered.

On 14 April a Speedar check was carried
out in Pitscottie with two warnings being administered.
